RCIP Moose Jaw supports businesses engaged in business the following 5 sectors and 25 NOC codes. These priorities can be altered once per year throughout the duration of the pilot.

5. Education, Law and Social, Community and Government Services
When assessing eligibility, the industry/sector takes predominance. Only those who work in a priority sector can be recommended by the community. If someone works in a priority NOC code, but not for an employer in a priority sector, then they are ineligible.
For example:
A candidate works as an administrative officer for a technology company. Although the candidate works in a priority NOC code, they do not work for an employer in a priority sector and thus they are ineligible.
1. Food service establishments with fewer than 10 full-time employees working within the eligible boundaries will be limited to one community recommendation per calendar year, across all NOC codes.
2. Financial institutions with fewer than 10 full-time employees working within the eligible boundaries will be limited to one community recommendation per calendar year, across all NOC codes.
3. Transport companies with fewer than 10 full-time employees working within the eligible boundaries will be limited to one community recommendation per calendar year, across all NOC codes.
4. Gas Stations (excluding truckstops) are excluded from participating in the RCIP.
5. Convenience stores are excluded from participating in the RCIP.
6. IT / Web Development are excluded from participating in the RCIP.
7. Applications awarded to TEER 5 applicants are capped at 25% per calendar across all employers.
8. Employers are restricted to submitting no more than 3 TEER 5 applications per intake period.

Note: The Community reserves the right to further restrict businesses’ participation by installing applications caps on employers or NOCs, restricting sub-sections of industries or banning NOCs from program eligibility. It is in the sole discretion of the community to implement restrictions of this nature, and they may do so at any time.
Employers must be officially designated by the Moose Jaw RCIP in order to participate. To be designated an employer must:
Be an active, genuine business that has been operating continuously under the same ownership for at least 2 years within the community boundaries
Do business in the designated priority sectors, and in at least one priority NOC code as outlined by the Moose Jaw RCIP
Do at least 75% of business work inside the community boundaries
Complete the mandatory onboarding training
Complete the mandatory intercultural competency training
Agree to support the settlement of each applicant in a variety of ways
Agree to be listed publicly on the Moose Jaw RCIP website
Not be in violation of the employer compliance regime under the Immigration and Refugee Protection Act (IRPA) or Immigration and Refugee Protection Regulations (IRPR)
Not have directly or indirectly misrepresented or withheld any fact relating to a relevant matter that could influence the decision of allowing them to participate in the program
The following businesses/organizations are not eligible to participate in the Moose Jaw RCIP:
A consulate
A staffing or employment agency
A Business owned by an authorized immigration representative
A business that an application (or their spouse or common-law partner) owns or controls
An employer referred to in paragraphs 200(3)(g.1) and (h) of the Immigration and Refugee Protection Regulations
The employer designation process is free of charge. You can apply for designation at any time. Designation applications are accepted on an ongoing basis.

After reviewing the guidelines and confirming your eligibility, fill out and submit the Employer Designation Application Form via e-mail to rcip@mjchamber.com.
After submission, you will receive a reply from the Moose Jaw RCIP containing the links to mandatory online training, and access to the RCIP Application Portal. The Moose Jaw RCIP will respond within 3 business days
Once you have completed the online training modules, and filled out and downloaded the Certificates of Completion, submit them via e-mail to rcip@mjchamber.com
Please note: Employers are only required to be designated once to participate in the Moose Jaw RCIP, however, and employer’s designation status may be revoked for any of the following reasons:
Pilot priority sectors and/or occupations change and the employer no longer falls within priorities
The designated employer voluntarily requests withdrawal from the Pilot
The Moose Jaw & District Chamber of Commerce becomes aware that the employer no longer meets the employer designation criteria
Any of the reasons set out in section (4) of the Ministerial Instructions with respect to the Rural Community Immigration Class or Francophone Community Immigration Class.
Once you’re designated, you can support your current employees with their RCIP applications or offer jobs to eligible candidates. Remember that only candidates working one of the 25 eligible NOCs for the Moose Jaw RCIP are eligible for consideration.
Note: Moose Jaw RCIP does not match candidates with employment. You may find a candidate on your own or a candidate may approach you. If the candidate is not currently working with your business, you will have to demonstrate how you made efforts to recruit a Canadian citizen or a permanent resident prior to providing the offer of employment to the candidate.

Note: Community Recommendation applications can only be submitted during one of the monthly intake periods.
Submit your application via the RCIP Application Portal provided to you with the Employer Training links.
Moose Jaw RCIP applications are processed on a PASS/FAIL model:
The monthly intake period will open at 8:00AM local time on the first day of the intake period, and close at 4:00PM on the last day of the intake period.
Per intake period, the Moose Jaw RCIP will issue up to 20 recommendations on a first come, first served basis
Applications that contain multiple errors, are incomplete, or missing any relevant documents will lose their place in line and be returned to the employer. It is up to employers to ensure the applicant meets the program requirements and that the application is complete. A returned application can be corrected / completed and resubmitted during an eligible intake period.
If the application for recommendation is approved, your candidate will receive a recommendation certificate that allows them to apply to IRCC for permanent residence.

Note: Receiving a community recommendation from the Moose Jaw RCIP does not guarantee that your candidate will receive permanent residence. It is up to the discretion of IRCC and their processing officers when reviewing the PR application.
Allow up to 4 weeks to receive an application response.
After applying for PR, your candidate can immediately apply for a 2-year RCIP-work permit while their application is processing. This allows the candidate to work for your business and live in Moose Jaw while their PR application is processed by IRCC. Click here for the steps involved in this process.
